« Notre priorité est notre capacité balistique et nous devons la renforcer » au vu « des efforts » fournis par « nos ennemis dans le domaine de la défense anti-missiles », a ainsi affirmé Amir Hatami dans un entretien télévisé diffusé tard dans la soirée de samedi.
Programme balistique iranien : un dossier épineux
Le programme balistique de l’Iran demeure un dossier épineux pour les grandes puissances, et plus particulièrement pour les Etats-Unis. Néanmoins , Téhéran le considère comme crucial pour ses capacités défensives dans une région instable.
Nouvel avion de combat
Le ministre de la Défense iranien a par ailleurs précisé qu’une démonstration de vol du nouvel avion de combat aurait lieu « pendant la Journée nationale de l’Industrie de la Défense » en Iran. Laquelle a lieu mercredi prochain, 22 août. Une manière de démontrer au monde entier, que le projet n’est pas à l’état de concept mais qu’il est d’ores et déjà concrétisé.
L’Iran a dévoilé en février 2013 un avion de combat construit localement, appelé Qaher 313. L’appareil combat était alors , présenté comme étant de 5e génération, c’est à dire disposant d’une faible signature radar.
À l’époque, les autorités iraniennes avaient affirmé qu’il s’agissait d’un des appareils parmi les « plus avancés du monde ».

L’Iran vient de dévoiler le 13 août dernier le Fateh Mobin, un nouveau missile balistique, qui – selon le ministre iranien de la Défense – serait capable d’atteindre des cibles maritimes.
Le test réussi du missile « Fakour » a ouvert la porte pour l’Iran dans le club très fermé des pays du monde ayant la capacité de concevoir des missiles de croisière d’une portée de plus de 1.000 km se félicitait par ailleurs en juillet dernier la presse iranienne .
Depuis octobre 2015, l’Iran a également testé et dévoilé les missiles « Emad », « Khorramshahr » (en 2017).
L’Iran a auparavant dévoilé deux missiles de croisière, « Ya Ali » (en 2014) d’une portée d’environ 700 km et « Soumar » d’une portée de 1.500 km. Le missile de croisière sol-sol « Soumar » à la possibilité d’être incorporé aux chasseurs SU-22. Le SU-22 doté du nouveau missile de croisière de longue portée, Fakour, « saura braver les patrouilles aériennes ennemies » affirme la presse iranienne.

« Ce nouveau missile, conçu et fabriqué grâce à une technologie de pointe 100% iranienne, est à même d’intercepter et de frapper des cibles spécifiques terrestres et maritimes. Il est opérationnel même en pleine guerre électronique. La conception, la fabrication et le test de l’engin ont été tous effectués en Iran », ont rapporté les médias iraniens. Par rapport au Fateh-110, le Fateh Mobin serait doté d’une coiffe qui abriterait, selon un responsable militaire iranien, un système de guidage amélioré.
Mais les images – présumées – d’essais de ce missile, diffusées sous Youtube, ne permettent pas de confirmer les affirmations du général Hatami et de la presse iranienne : on y voit en effet le missile frapper une cible terrestre immobile et non en mouvement.
Alors qu’il était interrogé lors d’une audition parlementaire en 2014, sur les avancées chinoises dans ce domaine, l’amiral Bernard Rogel, ancien chef d’état-major de la Marine nationale (CEMM), aujourd’hui en poste à l’Élysée auprès d’Emmanuel Macron, et missilier de formation, a quant à lui fait part de son scepticisme sur la capacité qu’aurait un missile balistique à toucher un navire, considéré comme une cible en mouvement.
Activités liées aux missiles balistiques autorisées selon Téhéran
Certes, l’Iran doit s’abstenir d’entreprendre une « activité liée à des missiles balistiques capables de transporter des armes nucléaires » et d »’effectuer des tirs recourant à la technologie des missiles balistiques » pendant 8 ans. C’est en effet ce qui est inclus dans l’accord de Vienne relatif à son programme nucléaire. Accord que Donald Trump s’est empressé de dénoncer en mai dernier.
Mais ce point, développé dans la résolution 2231 adoptée par le Conseil de sécurité des Nations unis, a fait l’objet d’interprétations contradictoires. Le régime iranien considère notamment, qu’il ne l’empêche pas de continuer à mettre au point des missiles balistiques étant donné qu’il a pris l’engagement de ne pas développer d’armes nucléaires dans le cadre de l’accord de Vienne.
L’Iran rappelle les attaques aux missiles qu’il a subies en guise d’argument
Amir Hatami a par ailleurs argumenté la démarche militaire iranienne en affirmant qu’elle était motivée par le souvenir des attaques aux missiles dont l’Iran avait été la cible durant la guerre contre l’Irak (1980-1988), ainsi que par les menaces répétées d’Israël et des Etats-Unis envers le régime iranien. « Nos ressources sont limitées », mais « nous mettons à niveau nos missiles en fonction des menaces et des actions de nos ennemis, comme moyen de dissuasion ou de riposte dévastatrice », a-t-il ajouté.
Se défendre contre l’Arabie saoudite
Le ministre iranien a par ailleurs affirmé lors de l’entretien que l’Arabie saoudite – principal rival régional de l’Iran – avec lequel les relations sont rompues depuis 2016, détenait « le plus important budget militaire au monde après l’Amérique et la Chine’, alors le budget de défense iranien était limitée. Sous-entendu : les deux pays ne jouent pas à armes égales, au sens propre comme au figuré.
Le concept d’un Otan arabe, un jeu de l’ennemi ?
Amir Hatami a par ailleurs balayé l’idée d’un « OTAN arabe », considérant que le concept qui a récemment ressurgi faisait partie « d’un jeu de l’ennemi pour semer la discorde qui ne vaut pas la peine qu’on y prête attention ».
Des propos qui interviennent alors les Etats-Unis tentent de pousser des pays de la région à mettre en commun leurs efforts en matière de défense.
