Tunisie : concession pétrolière accordée à une firme US

Alors que pour nombre d’analystes, l’or noir est souvent synonyme de malédiction du pétrole, la Tunisie vient d’annoncer avoir concédé à un groupe pétrolier US un permis de recherche dans le golfe de Hammamet.

Selon une convention signée samedi à Tunis, la société américaine Tethys Oil and Mining Inc – présente également en France ! – vient en effet d’obtenir une concession en vue d’opérer des travaux d’exploration, mais également d’exploiter les éventuelles ressources.

Le permis dit « Mahdia », couvrant une superficie de 3.780 km2, sera exploité dans le cadre d’un contrat avec l’entreprise étatique des activités pétrolières (Etap).

La convention fixe les conditions de recherche et d’exploitation d’éventuels gisements d’hydrocarbures pour une période initiale de trois ans au cours de laquelle il sera procédé au forage d’un puits.

tunisia-oil_bassin.gifL’Etap et la compagnie pétrolière ont par ailleurs conclu un contrat de partage de production en vertu duquel cette dernière sera en charge des travaux dans la zone déjà explorée avec succès par Shell et Total, et se traduisant par des découvertes telles que celles des champs pétrolifères Tazerka, Byrsa, Oudhna, Halk El Menzel et Isis.

En 2008, la Tunisie avait connu une dynamique réelle en matière de recherche pétrolière et gazière dans un contexte de flambée du cours mondial des hydrocarbures.

Quelque 45 compagnies pétrolières nationales et étrangères opéraient à cette date dans le pays, exploitant 50 permis de prospection, moyennant des investissements de l’ordre de 350 millions de dinars. Une vingtaine de forages de puits d’exploration avaient alors été réalisés dont une dizaine ont abouti à des découvertes.

  5. Squaring The Circle As Circle Farms Into Mahdia Permit

    London-listed Circle Oil has signed a farm-in agreement with Tethys Oil for the Mahdia permit in Tunisia. Under the agreement Circle will take a 70% operating stake in the offshore block. Circle has said that the permit holds a number of undrilled prospects that have been mapped by previous seismic studies. A new 500km 2D seismic shoot, required by permit commitments which state that seismic studies are to be undertaken within two years, will be carried out before Circle takes its stake. Circle and Tethys will then use the data generated by the new sruvey to select drilling prospects. At least one exploration well must be drilled in the permit by 2012.
    The Mahdia permit covers an area of 3,780sq km and is bordered by the Nabeul Permit to the north and the territorial boundary with the Italian island of Lampedusa to the east. Prior exploration by European majors Royal Dutch Shell and Total in the area hit hydrocarbon pay leading to the commercial development of a number of oil fields including Tazerka, Birsa, Oudna, Halk El Menzel and Isis.   9. Obama va désigner la Tunisie comme allié majeur non-membre de l’Otan

    Washington – Le président américain Barack Obama a annoncé jeudi, en recevant son homologue tunisien Béji Caïd Essebsi, son intention de désigner la Tunisie comme allié majeur non-membre de l’Otan.

    Les Etats-Unis croient en la Tunisie, a déclaré M. Obama dans le Bureau ovale, s’engageant à renforcer l’aide économique et l’assistance militaire envers ce petit pays de 11 millions d’habitants confronté à la menace jihadiste, alimentée par le chaos en Libye voisine.

    Le lieu où le printemps arabe a commencé est aussi celui où nous avons vu les progrès les plus extraordinaires, a souligné le président américain.

    Le statut d’allié majeur non-membre de l’Otan, privilège déjà accordé à une quinzaine de pays, dont le Japon, l’Australie, l’Afghanistan ou encore l’Egypte, Bahreïn et le Maroc, permet aux pays concernés d’avoir accès à une coopération militaire renforcée avec les Etats-Unis, notamment dans le développement et l’achat d’armements.

    Nous avons encore un long chemin devant nous, a de son côté souligné M. Caïd Essebsi, devenu en décembre, à 88 ans, le premier chef d’Etat élu au suffrage universel en Tunisie.

    Notre environnement régional pourrait représenter une menace pour le processus démocratique, a-t-il mis en garde, soulignant que son pays avait besoin du soutien des Etats-Unis.

    C’est la deuxième fois que M. Obama recevait M. Caïd Essebsi dans le Bureau ovale. La première fois, en octobre 2011, ce dernier était Premier ministre d’un gouvernement de transition, mis en place après le soulèvement populaire qui avait renversé le régime de Zine el Abidine Ben Ali le 14 janvier de la même année.
