Pétrole : l’Algérie dément le retrait de l’américain Anadarko

Anadarko08_outlook_algeria_fig1Alors que l’Algérie a enregistré de nouveaux chiffres records en terme de production et de rente pétrolière, le ministre algérien de l’Energie a démenti qu’Anadarko, principal opérateur pétrolier américain en Algérie, ait l’intention de désinvestir dans ce pays.

En tout état de cause, l’opérateur américain ne semble pas trouver à son goût le nouvel amendement sur la loi sur les hydrocarbures voté récemment, qui permet à l’entreprise nationale Sonatrach de garder la main-mise sur le pétrole algérien.

L’Algérie n’exclut pas une nouvelle réduction de la production de l’Opep à la mi-décembre après celle décidée à Doha le 20 octobre, a par ailleurs déclaré dimanche Chakib Khelil.

I – Démenti algérien sur un éventuel retrait d’Anadarko

Le ministère de l’Energie n’a reçu aucune correspondance annonçant qu’une quelconque entreprise souhaitait quitter l’Algérie, a précisé M. Khelil dans une déclaration rapportée dimanche par la presse.

L’intention d’Anadarko de vendre ses actifs en Algérie pour un montant variant entre 7 et 9 milliards de dollars, afin d’alléger son endettement, avait été rapportée samedi par un quotidien algérien, citant l’agence Reuters. Le retrait d’Anadarko serait à considérer comme un signe de désapprobation de la nouvelle législation algérienne sur les hydrocarbures, accordant à la société publique Sonatrach au moins 51% dans tous les gisements en partenariat avec des groupes étrangers.

M. Khelil a expliqué qu’il trouverait « anormal qu’une entreprise qui gagne 3 milliards de dollars par an, quitte le pays de cette manière ». « Si Anadarko nous laisse tous ses gisements gratuitement, pourquoi refuserions-nous de les reprendre ? » a-t-il dit sur un ton ironique. « Si Anadarko veut négocier, nous allons négocier », a-t-il dit sans spécifier les dossiers qui pourraient être abordés à la table des discussions.

M. Khelil a précisé dans la journée dans un entretien à la radio publique algérienne que si Anadarko voulait se retirer d’Algérie, la compagnie publique Sonatrach exercerait automatiquement « son droit de préemption » sur la totalité ou partie des actifs que le groupe américain mettrait alors en vente. Il a cependant souligné que selon ses informations, le retrait d’Anadarko ne serait pas à l’ordre du jour.

La Sonatrach avait d’ores et déja exercé son droit de préemption sur le gisement de Rhourde El Baghuel, dans le Sahara algérien, lorsque le groupe britanique BP avait souhaité vendre directement sa participation de 40% dans ce gisement à son partenaire français Total-Elf.

Anadarko produit 450.000 barils de brut par jour en Algérie. Elle a découvert depuis 1998 avec Sonatrach plusieurs gisements, et investi quelque 3,7 milliards de dollars depuis le début de son implantation en Algérie en 1991

II – Sonatrach majoritaire sur le pétrole algérien

La société publique algérienne d’hydrocarbures Sonatrach sera majoritaire à 51% au moins dans tous les contrats de recherche, d’exploitation, de raffinage et de transports des hydrocarbures en Algérie, selon un amendement à la loi sur les hydrocarbures voté à la mi-octobre par l’Assemblée algérienne. Un autre amendement voté par les députés impose une taxe sur les profits exceptionnels des compagnies étrangères associées à Sonatrach sur la part de production leur revenant.

La nouvelle loi consacre bien un revirement majeur de l’Algérie sur sa politique de libéralisation du secteur des hydrocarbures, prévue par une loi adoptée en mars 2005. Cette dernière – qui n’a jamais été appliquée – permettait aux firmes étrangères d’avoir jusqu’à 70% voire 100% des hydrocarbures découverts. Le tollé soulevé par son adoption avait contraint le président Abdelaziz Bouteflika, son initiateur, à la geler.

« Cette mesure est motivée par le souci de récupérer une part des importantes plus values réalisées par les associés étrangers de Sonatrach en cas de prix élevé du pétrole », lorsque la moyenne arithmétique mensuelle du baril de brent dépasse 30 dollars, avait alors expliqué le ministre de l’Energie et des mines Chakib Khelil dans une conférence de presse.

Il a ajouté que « ces amendements ont été décidés, afin d’élargir et de renforcer le contrôle de l’Etat sur les ressources en hydrocarbures, et de mieux garantir leur exploitation rationnelle ». Le taux de la nouvelle taxe qui sera applicable à partir du 1er août 2006, est de 5% au minimum et de 50% au maximum, selon l’amendement.

Le ministre a explique que « la finalité est la préservation des ressources pour les générations futures »… et très certainement d’éviter la ruée d’éventuels « prédateurs » tels que la Russie, fortement active dans des partenariats gaziers avec l’Algérie. Une telle nouvelle ne devrait que déplaire à Poutine, voire serait même peut être établie en vue de faire face à son appétit grandissant.

Ce recul de l’Algérie dans la libéralisation du secteur des hydrocarbures risque de perturber l’accord signé avec l’Union européenne et surtout les négociations de son adhésion à l’Organisation Mondiale du Commerce. Mais l’enjeu est de taille pour ce pays dont la manne pétrolière constitue la principale richesse du pays.

III – L’Algérie a exporté pour 45 milliards de dollars d’hydrocarbures en 2006

L’Algérie a exporté pour 45 milliards de dollars d’hydrocarbures durant les 10 premiers mois de 2006, a également annoncé dimanche le ministre algérien de l’Energie et des mines. M. Khelil a également indiqué que la valeur des exportations algériennes d’hydrocarbures sur la période allant de 2000 à fin octobre 2006 avait atteint 204 milliards de dollars.

« Le volume global des exportations d’hydrocarbures est passé de 124 millions de tonnes équivalent pétrole (TEP) en 2000 à 145 millions de TEP en 2005 reflétant une évolution de 17% durant la période », a ajouté M. Khelil. M. Khelil a également indiqué que « le secteur de l’Energie et des mines emploie aujourd’hui quelque 208.400 agents, dont 41.000 par l’industrie privée ».

Il a relevé que la consommation globale d’énergie de l’Algérie (gaz, pétrole et électricité) était passé de 30 millions de TEP en 2000 à 35 millions de TEP en 2005, précisant que la consommation durant les 10 premiers mois de 2006 était de 27 millions de TEP soit une hausse de 4,8% par rapport à la même période de 2005.

Le ministre a enfin signalé que son secteur était chargé de la réalisation de 13 unités de déssalement d’eau de mer devant fournir aux Algériens 1,9 millions de m3/jour d’eau supplémentaires soit 60 litres par jour à chaque habitant.

IV- L’Algérie n’exclut pas nouvelle baisse de la production Opep
