La Bourse d’Athènes (ATHEX) s’apprête à s’ouvrir d’ici fin 2008 aux compagnies maritimes, première ressource économique du pays.
Cette mesure devrait surtout favoriser les petites et moyennes entreprises d’armateurs.
Selon un rapport publié récemment par la Banque nationale de la Grèce, les revenus issus des transports maritimes grecs pourraient s’accroître de 8,0% cette année.
En tête de la flotte mondiale, la Grèce a adopté ces dernières années une série de nouvelles règles pour assouplir les conditions d’entrée en bourse et la rendre plus attirante pour le secteur.
« Nous attendons d’ici la fin de l’année l’adoption d’un dernier amendement législatif pour ouvrir l’ATHEX à la marine marchande », affirme Spyros Kapralos, président de la Bourse d’Athènes et principal architecte du projet.
Au terme du nouveau cadre légal, toute compagnie maritime pourra désormais être cotée à Athènes, quel que soit le pavillon de ses bateaux ou du pays de son siège commercial.
« Même les compagnies offshore pourraient y avoir accès », souligne Dimitris Yalouris, directeur du secteur maritime de la banque Marfin Egnatia.
Afin d’attirer des compagnies grecques, dont plus d’une vingtaine sont cotées depuis ces dernières années aux bourses américaines ou de Londres, l’ATHEX a instauré « le dual listing, le droit d’être coté à plus d’une place boursière ».
Selon les analystes, les compagnies maritimes grecques devraient ainsi attirer des investisseurs locaux, qui n’ont pas facilement accès aux bourses étrangères. Les mesures devraient favoriser les rachats ou les fusions dans le secteur et contribuer à la diversification et l’élargissement de l’ATHEX, qui est actuellement dominé par les banques.
Pour l’Union des armateurs de transport maritime de courte distance (« short sea shipping »), qui regroupe près de 120 compagnies maritimes, cette réforme est une petite révolution.
« La régime restrictif de l’ATHEX était incompréhensible pour un pays maritime, comme la Grèce. Son ouverture est un outil nécessaire qui permet le développement de la marine marchande et surtout de petites et moyennes entreprises du secteur », juge Nikos Varvatés, président de l’Union.
