Souvenez vous encore … en janvier 2009, j’indiquais ici-même sur leblogfinance que certains analystes estimaient d’ores et déjà depuis quelques mois, qu’après la Géorgie, la Russie pourrait faire une « démonstration » de ses volontés hégémoniques en Ukraine. Arguments à l’appui.
Au delà, du prolongement de la présence de la Flotte russe de la mer Noire en Crimée au-delà de 2017 et de la bataille acharnée entre Russie et Ukraine sur le tarif du gaz et de son transit, j’invoquais également alors d’autres différends opposant Russie et Ukraine…
Je rappelais ainsi qu’en décembre 2003, Kiev et Moscou avaient signé un accord de coopération sur l’exploitation de la mer d’Azov et du détroit de Kertch. Ajoutant que la question de l’utilisation conjointe de ces surfaces maritimes n’était toutefois pas réglée. L’Ukraine insistant sur la nécessité de tracer la frontière sur la base de la limite administrative qui existait entre les républiques soviétiques de Russie et d’Ukraine, au sein de l’URSS.
Moscou rappelait alors que, conformément à la législation soviétique, les eaux intérieures entre les républiques de l’ex-URSS n’étaient pas délimitées et proposait de s’en tenir aux normes internationales qui prévoient que la frontière suive le chenal navigable. Mais celle-ci serait alors décalée vers l’Ouest.
J’insistais alors sur le caractère stratégique du dossier : le détroit de Kertch relie en effet la mer Noire à la mer d’Azov où se trouvent les ports russes de Rostov sur le Don, Taganrog et Yeisk. Il est pratiquement impropre à la navigation car trop peu profond pour le tirant d’eau des cargos et autres gros navires, sauf au niveau du chenal Kertch-Enikal qui est dans la zone portuaire du port – ukrainien – de Kertch. Plus de 9000 navires passent par ce chenal pour rejoindre les ports russes de la mer d’Azov au nord ou atteindre la mer Noire au sud. La Russie y redoute également l’apparition de navires de guerre étrangers, dont ceux de l’OTAN.
Mais en plus des enjeux politiques et stratégiques, les enjeux économiques associés sont importants sur deux points : les droits de passage et les gisements de pétrole et de gaz de la mer d’Azov. 120 gisements off-shore d’hydrocrabures étant en effet enregistrés dans cette zone. La production y est encore modeste alors que la mer d’Azov est au deux-tiers ukrainienne, mais les possibilités d’extraction peuvent à l’avenir s’avérer intéressante, avais-je indiqué en 2009.
En octobre dernier, les ministres ukrainien et russe des Affaires étrangères Leonid Kojara et Sergueï Lavrov avaient indiqué vouloir évoqué lors d’une réunion conjointe en Russie la frontière maritime séparant les deux pays en mer d’Azov et dans le détroit de Kertch.
« Lors de la rencontre, il est prévu d’examiner en détail les activités des sous-commissions chargées de combattre les nouveaux défis, de régler les conflits régionaux et de trouver une solution au problème frontalier en mer d’Azov et dans le détroit de Kertch », avait ainsi déclaré M. Perebiinis, le porte-parole de la diplomatie ukrainienne.
Les parties « prévoient en outre d’évoquer un large éventail de questions bilatérales d’actualité dans le cadre de la future signature d’un accord d’association entre l’Ukraine et l’UE », avait ajouté le diplomate.
La presse russe rappelait alors qu’après la chute de l’URSS en 1991, l’Ukraine avait « unilatéralement établi sa frontière maritime dans le détroit de Kertch », « s’appropriant la partie navigable du détroit ». Imposant à tous les navires russes entrant ou sortant de la mer d’Azov des droits de passage.
L’accord russo-ukrainien de 2003 sur l’exploitation commune de la mer d’Azov et du détroit frontalier de Kertch considère ces espaces maritimes comme des eaux intérieures communes à la Russie et à l’Ukraine. Si en juillet 2012, les deux pays ont adopté une déclaration sur le partage des espaces maritimes dans ce secteur contesté, le problème de la frontière russo-ukrainienne dans le détroit de Kertch n’a toujours pas été réglé de façon définitive.

L’ouverture d’une nouvelle base aérienne des Etats-Unis, en Roumanie
IRIB- Vendredi 28 février, les Etats-Unis ont, officiellement, inauguré une nouvelle base aérienne, en Roumanie.
Cette base jouera un rôle crucial, dans le retrait des forces américaines de l’Afghanistan. « La base Mihail Kogalniceanu, située à proximité de la mer Noire, sera utilisée, en tant que centre de transfert des forces américaines », a déclaré le général John Ocaner, responsable des affaires logistiques. « D’ici 2014, entre 20.000 et 30.000 effectifs des forces américaines seront transférés de l’Afghanistan, dans cette base », a-t-il affirmé, lors de la cérémonie d’inauguration de cette base. Les Etats-Unis ont déployé quelque 34.000 forces, en Afghanistan, et envisagent de retirer, d’ici la fin de cette année, la plupart de leurs forces militaires, ainsi que leurs équipements. La base Mihail Kogalniceanu joue un rôle important dans cette perspective. Selon les prévisions, les Etats-Unis envisagent de retirer la plus grande partie de leur contingent militaire d’Afghanistan, et ce, alors que le traité de sécurité Kaboul-Washington n’est pas encore signé et que Barack Obama a menacé de retirer toutes ses troupes de ce pays, en cas de la non-signature de ce traité par le président afghan. Etant donné que pour retirer leurs forces, le besoin d’une base tremplin, sur la route de l’Europe, se faisait sentir, les Etats-Unis ont convaincu le gouvernement roumain d’autoriser l’ouverture d’une nouvelle base, dans ce pays. Par ailleurs, les Américains ont entamé, depuis des mois, la construction d’une base, appelée «Doslo», en Roumanie, pour déployer le système anti-missiles de l’OTAN et des Etats-Unis. Cette base serait vitale, pour les systèmes anti-missiles de l’OTAN. Elle sera opérationnelle, d’ici fin 2015. Les Etats-Unis investiront 134 millions de dollars sur cette base, construite, il y a 60 ans, avec l’aide de l’ex-Union soviétique. Cette base restera sous le commandement de la Roumanie, où seront déployés, en tout, 500 soldats, dont 200 américains. La Roumanie fait partie des pays qui ont adhéré à l’OTAN. Ce pays, à côté des autres pays de l’Europe de l’Est, notamment, la Bulgarie, la Pologne ainsi que les 3 républiques baltes, souhaitent renforcer leurs coopérations avec les militaires américains. On peut dire que cette tendance s’explique pour deux raisons : primo, la phobie historique de ces pays vis-à-vis de l’ex-Union soviétique, et, actuellement, de la Russie, qui les a amenés à, non seulement, adhérer l’OTAN, pour se serrer les coudes, mais encore, à chercher à établir avec les Etats-Unis, en tant que principal pays de cette Organisation, des relations et des coopérations militaires. Secundo, des pays, comme la Roumanie, espèrent pouvoir jouir des aides militaires étrangères des Etats-Unis, appelées «FMS». Dans le même temps, bien que, dans la donne actuelle, les Etats-Unis veuillent utiliser cette nouvelle base, pour le transfert de leurs militaires, en Europe, cependant, après le retrait de leurs troupes, ils envisageront, certainement, de nouvelles utilisations de cette base.

The Black Sea
The prospects for implementing offshore projects in the Black Sea are far more complex compared to the Caspian Sea. Hydrocarbon production in the near term may only begin in the Ukrainian sector. Efforts in the Russian sector will at best be confined to seismic exploration. No practical efforts are under way in the Georgian and Abkhazian sectors.
Projects
There are several license areas in Russia’s sector of the Black Sea where no progress has been made beyond seismic exploration. In 2010 Rosneft concluded an agreement with E???n Mobil to set up a joint venture to conduct exploration in the Tuapse area and, possibly, southern Black Sea area. Rosneft signed a similar agreement with Chevron in 2010 to explore the western Black Sea area. The foreign party to those agreements later withdrew and a new agreement was signed with Eni in April 2012.
This situation involving Russian projects in the Black Sea is attributable to the fact that the depth range of the sea in the Russian sector is between 1,000 and 2,300 meters, whereas the depth of the Caspian Sea does not exceed 300 meters, an the Sea of Azov is 12 meters at the deepest location. Russian companies do not possess the technology for deep-water drilling and have to contract foreign partners that have the required equipment and experience in operating at great depths.
The only two new projects that have reached the commercial commissioning stage (all Ukrainian) are:
» the Odessa and Bezymyannoye gas fields
» the Subbotinskoye oil field.
The drilling of production wells at the Odessa and Bezymyannoye fields has been completed. The scope of production by 2012 there will reach 1 bcma (up to 2 bcma in the longer term). Six production wells have been drilled at these fields. The new pipeline built will move gas from the Odessa field to the Glebovskoye underground gas storage and then on to the Crimea. The Tavrida drilling rig owned by Chernomorneftegaz of Ukraine was used to drill production wells. The work was performed by the company’s drilling division.
Chernomorneftegaz is planning to produce 1 Mta of oil at the Subbotinskoye field when production peaks. Up to 100 production wells need to be drilled at depths down to 90 meters to commercially commission the fields. In the past, drilling was done by the Sivash drilling rig owned by Chernomorneftegaz. In 2011Chernomorneftegaz purchased a drilling rig capable of operating at depths exceeding 90 meters. It began to operate in Q1of 2012 at the Subbotinskoye field. The Ukrainian company intends to acquire another rig during 2012.
In 2010 the Ukrainian government approved a memorandum on setting up a joint venture (50% -Ukrainian state joint stock company Chernomorneftegaz, 50% LUKOIL) to develop the Odessa, Bezymyannoye and Subbotinskoye fields. Chernomorneftegaz will contribute a geological and economic appraisal of the reserves of oil, gas and associated components in these fields. The agreement to establish the venture was approved early in February 2012 by the Ukrainian Ministry of Energy and Coal Industry.

Projects
The Temryuk-Akhtar Project undertaken by LUKOIL and Rosneft is the largest in the Sea of Azov from the perspective of future production scopes. The project is operated by Priazovneft incorporated by LUKOIL (42.5%), Rosneft (42.5%) and the Krasnodar regional administration (15%). In January 2012 the Krasnodar regional administration sold its equity stake to Rosneft. Priazovneft is now owned by Rosneft (57.5%) and LUKOIL (42.5%). 2D seismic exploration has been done (1,044 meters), further 2D seismic exploration (640 meters) is underway along with 3D seismic exploration of 185 sq.km.
Three exploration wells have been drilled. The Novoye field has been discovered. Production is expected to peak at 2.5-3 Mta after 2015.
Six gas fields, i.e. the Strelkovoye, Morskoye, North-Kerchenskoye, Eastern-Kazantipskoye, Northern-Kazantipskoye and Northern-Bulganskoye have been discovered in the Ukrainian sector. The exploration success factor is rated at 0.5. The Strelkovoye, Eastern-Kazantipskoye and Northern-Bulganskoye fields are being developed. Exploration has been completed at the North-Kerchenskoye, Northern-Kazantipskoye and Morskoye fields. They have been mothballed due to a lack of funding. The main player in the Ukrainian sector of the Sea of Azov is Chernomorneftegaz. The commissioning of the Northern-Kerchenskoye, Northern-Kazantipskoye and Morskoye fields may be expected no earlier than 2020 owing to the lack of funding. Work will be resumed actively after drilling has been completed on the Black Sea shelf.
Ukraine and Chevron Company to sign shale gas pact in March 2014
Operating agreement on shale gas production between Ukraine and the U.S. oil company Chevron can be signed as early as on March 2014. Thus, Chevron will be able to start the development of Olessky field in Lvov and Ivano-Frankovsk regions. This was stated by Eduard Stavitsky, Minister of Energy and Coal Industry of Ukraine, at Saturday briefing. At the same time, he noted that Chevron representatives in Ukraine coordinate their actions with the Ministry, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
For the record, in November 2013, Ukraine signed a Production Sharing Agreement (PSA) with Chevron. According to the agreement, the U.S. Company intends to invest about 10 billion USD in production of hydrocarbons at western regions of Ukraine; however, that agreement did not let the company directly proceed with development of the field.
According to industrial experts, through cooperation with American investor, Ukraine has all chances to repeat the successful U.S. experience. Thus, by development of local shale gas deposits, the U.S. Government managed to reduce gas prices on domestic market from 460 USD per 1,000 m3 in 2007 to 110-120 USD per 1,000 m3 in 2013.
In its report in June 2013, U.S. Energy Information Administration estimated the technically mined shale gas of Ukraine as 3.6 trillion m3 (1.75% of the world reserves). And total reserves as 5.6 trillion m3. Thus, according to experts, capacity of local gas-bearing formations can reach 8-10 billion m3 of gas annually. Another important fact is that, due to implementation of the project, 10,000 to 15,000 new jobs will be created in the country.

Ukraine: Shell renonce au gaz en mer Noire, ExxonMobil toujours intéressé
KIEV – Le géant anglo-néerlandais des hydrocarbures Shell a annoncé mercredi avoir mis fin aux négociations avec les autorités ukrainiennes et l’américain ExxonMobil visant à produire du gaz naturel sur un gisement dans le nord-ouest de la mer Noire.
En septembre dernier, la présidence ukrainienne avait annoncé un accord préliminaire de partage de production avec ces deux majors occidentales, ainsi qu’avec l’opérateur ukrainien Nadra Ukraïny et le groupe roumain Petrom pour le secteur Skifski en mer Noire, avec comme objectif de produire de huit à dix milliards de mètres cubes de gaz par an.
En janvier 2014, Shell a mis fin aux négociations concernant le secteur Skifski en eaux profondes dans la mer Noire, a indiqué la société dans un communiqué transmis à l’AFP.
Shell espérait une signature en 2012 ou 2013 mais cela n’a pas été possible. Le groupe a donc décidé de consacrer ses efforts et son capital à d’autres projets dans le monde, est-il ajouté.
Dans un courriel à l’AFP, ExxonMobil a pour sa part fait savoir qu’il restait intéressé par cette licence mais que pour l’instant les choses étaient en stand-by, en raison des circonstances actuelles.
Jusqu’au revirement en novembre du président Viktor Ianoukovitch et sa décision de se rapprocher de Moscou au détriment de l’Union européenne, Kiev cherchait à réduire sa dépendance au gaz russe avec de nombreux projets de production, notamment dans le gaz de schiste et celui de Shell et ExxonMobil dans la mer Noire.

Une série de nationalisations va se produire, à commencer par la société pétrolière publique ukrainienne Tchernomorneftegaz, qui emploie 4 000 personnes et a extrait 1,2 milliard de mètres cubes de gaz en 2012.
Cette dernière gère l’exploration et l’exploitation de gisements d’hydrocarbures (dans la zone ukrainienne en mer d’Azov et en mer Noire) : onze de gaz naturel, deux de pétrole et quatre de condensat de gaz à travers 13 installations maritimes, via 1 300 km de gazoducs dont 370 km en mer.
Deux autres entreprises ont vu leur statut modifié : Oukrtransgaz et l’Entreprise d’approvisionnement en hydrocarbures de Feodossia dans le sud-est de la Crimée.

« Pour la première fois dans l’histoire des rapports bilatéraux, les autorités maritimes ukrainiennes ont exigé que le commandant du destroyer russe recoure aux services payants d’un pilote ukrainien lors de la traversée du détroit de Kertch », a indiqué le responsable.
Le destroyer russe Azov fait route de sa base de Sébastopol au port d’Azov où il participera vendredi aux festivités consacrées à l’anniversaire de la ville. Le commandant du destroyer a été obligé de traverser le détroit près du littoral russe. Cet itinéraire n’est pas assez profond pour la plupart des navires militaires et civils russes, mais l’Azov est capable de l’emprunter, a expliqué le responsable.
La Flotte russe de la mer Noire est basée à Sébastopol, en Crimée (Ukraine), aux termes d’un accord russo-ukrainien de 1997 signé pour 20 ans avec une possible prorogation. Le 21 avril 2010, les présidents russe et ukrainien ont signé un accord prolongeant la présence de la flotte russe en Crimée de 25 ans après 2017. Cet accord a permis à l’Ukraine d’acheter du gaz russe à un prix avantageux. Ces derniers temps, Kiev conteste de nouveau le prix du gaz russe.

« Gazprom a été la première société russe à nous faire une proposition à ce sujet », a indiqué M.Temirgaliev dans une interview à RIA Novosti.
« La Crimée est l’un des plus importants producteurs de pétrole et de gaz sur le plateau continental de la mer Noire. A l’heure actuelle, elle produit 1,5 milliard de mètres cubes de gaz par an », a précisé M.Temirgaliev.
Selon lui, la Crimée a réussi à augmenter la production de 40% en 2013 en lançant l’exploitation des gisements d’Odessa et de Chtormovy. « La Crimée a un grand potentiel dans ce domaine, parce qu’un important champ d’hydrocarbures est situé dans la région de Kertch », a-t-il ajouté.
