Dans un entretien publié lundi le Commissaire européen aux affaires économiques Olli Rehn a tenu à rappeler que la Hongrie devait ramener à la baisse son déficit public, comme convenu préalablement avec Bruxelles. Autre défi à relever par le gouvernement hongrois : « s’efforcer d’obtenir une croissance économique durable. »
« Dans le cadre de la procédure lancée contre Budapest pour déficit excessif, la Hongrie doit maintenir son déficit public sous la limite des 3% du PIB pour 2011″, a ainsi déclaré le commissaire dans une interview accordé à l’hebdomadaire hongrois « Vasarnapi Hirek ».
« A un moment où les autres pays membres de l’Union européenne sont sur la voie d’un assainissement budgétaire, la Hongrie ne peut pas se permettre d’emprunter une voie différente« , a estimé par ailleurs O.Rehn, cité par le journal.
Après avoir frôlé de justesse la faillite en en octobre 2008, la Hongrie a bénéficié d’un prêt de 20 milliards d’euros de l’UE et du FMI.
Non sans contrepartie : le pays s’est engagé en retour à ramener son déficit à 3,8% du PIB en 2010 et à moins de 3% du PIB l’année suivante.
Alors que l’emprunt arrive à maturité en octobre, le gouvernement hongrois voudrait renégocier avec Bruxelles et Washington l’octroi d’un nouveau plafond plus élevé pour 2011. Ses arguments non dénués de fondement : la majorité des Etats-membres de l’UE affichent un déficit bien plus important que celui de la Hongrie.
Mais à la mi-juillet, la Hongrie a suspendu ses négociations avec l’Union européenne et le Fonds monétaire international, le gouvernement refusant notamment de mettre en place de nouvelles mesures d’austérité budgétaire.
« Au lieu d’augmenter le niveau du déficit public, la Hongrie devrait élaborer une politique fiscale rationnelle, qui puisse contribuer à une croissance économique durable », a ajouté par ailleurs M. Rehn.
Si le Premier ministre hongrois, Viktor Orban a certes reconnu la nécessité de réduire le déficit, mais refuse de négocier cette question avec le FMI.
« Le prêt du FMI était très important.. mais c’était un accord financier, et non pas une entente sur la politique économique que la Hongrie doit poursuivre », a-t-il déclaré lundi lors d’une réunion avec les ambassadeurs hongrois au ministère des Affaires étrangères.
« Les négociations sur la politique économique auront lieu avec Bruxelles », a ajouté M. Orban, soulignant qu’il attendait de ses diplomates « initiative et courage » pendant ces discussions.

BUDAPEST, 6 décembre (Reuters) – L’agence de notation Moody’s a baissé lundi la note souveraine de la Hongrie de deux crans, la ramenant à Baa3, et l’a placée sous perspective négative en se disant inquiète pour la solidité budgétaire du pays.
Moody’s a précisé qu’un nouvelle abaissement était possible si le gouvernement hongrois ne parvenait pas à stabiliser les finances, mais les service du Premier ministre ont assuré qu’ils s’y attendaient et ont réaffirmé leur confiance en un retour à plus long terme à des notes plus positives.
La note de la Hongrie est désormais au dernier rang de la catégorie investissement, juste un cran au-dessus de la catégorie spéculative pour Moody’s comme pour Standard & Poor’s.
Le gouvernement de Budapest a refusé de mettre en place une politique d’austérité et décidé d’équilibrer le budget en imposant de lourdes taxes sur les banques et certaines autres activités.
Si ces mesures devraient permettre d’équilibrer le budget cette année et l’an prochain, les marchés doutent que cela suffise à maintenir l’équilibre à long terme, ce qui a poussé Moody’s à abaisser de deux crans la note de la Hongrie.
« L’abaissement d’aujourd’hui est essentiellement dû à la perte progressive mais notable de puissance financière de la Hongrie », a estimé Dietmar Hornung, vice-président chargé du crédit chez Moody’s.
« La stratégie du gouvernement repose largement sur des mesures temporaires et non sur des politiques de consolidation budgétaire durable », a-t-il ajouté.
Le gouvernement a pour sa part souligné que cette dégradation de la note était imputable aux effets à court terme de ses décisions sur les capitaux internationaux mais qu’à long terme la Hongrie retrouverait une note plus favorable.
« Ce qui se passe avait été précisément prévu par le Premier ministre il y a six mois », dit Peter Szijjarto, porte-parole du chef du gouvernement Viktor Orban, dans un communiqué.
« L’abaissement est provoqué par des mesures qui attentent aux intérêts des capitaux internationaux à court terme. Les dégradations à court terme se transformeront en relèvements à long terme », ajoute-t-il.

L’agence de notation Moody’s a abaissé ses notes de dette et de dépôt de huit banques hongroises mardi après avoir abaissé la note souveraine de la Hongrie lundi.

Moody’s ajoute cependant que ces notes ne reflètent pas la force financière de ces banques, dont les notes BFSR (Bank Financial Strength Ratings) n’ont pas été modifiées.
