Malgré la tourmente due aux supposés « frasques » de DSK, le FMI n’en poursuit pas moins sa mission première, en collaboration avec l’Union européenne.
Le Fonds monétaire international a ainsi validé vendredi un prêt d’environ 26 milliards d’euros à l’attention du Portugal, et ce pour une durée de trois ans.
Objectif affiché : aider le pays à redresser ses finances publiques et son économie.
S’exprimant dan un communiqué, le FMI a ainsi indiqué que son conseil d’administration avait donné son accord à ce prêt, lequel est intégré à un plan d’aide international de 78 milliards d’euros.
Ces financements sont notamment destinés à quelque peu soulager le Portugal avant qu’il emprunte sur les marchés …. à des taux qui s’envolent de jour en jour. Cette aide devrait notamment permettre à l’Etat portugais de rembourser un important emprunt de 4,9 milliards d’euros hors intérêts arrivant à échéance au 15 juin.
Comme il l’avait fait pour l’Irlande en décembre dernier, le Fonds a accordé au final une Facilité élargie de crédit, modalité prévue pour les pays ayant besoin d’un ajustement à moyen terme de leur économie.
Mais on n’a rien sans rien : en contrepartie, le Portugal devra mettre en oeuvre des mesures économiques et politiques pour remettre en selle son économie. Lisbonne devra ainsi prendre de nouvelles mesures de rigueur, restructurer et renforcer le capital de ses banques, procéder à des privatisations et à des réformes notamment du système de santé et de l’administration. Objectif : ramener le déficit de 9,1% du PIB en 2010 à 3% en 2013.
Rappelons que le Portugal empruntait jusqu’à présent sur les marchés à des coûts si prohibitifs qu’ils menaçaient la viabilité de ses finances publiques, déjà biens mal en point.
Des annonces successives de la part du gouvernement portugais laissant entendre que des mesures d’économies budgétaires allaient être mises en oeuvre ne changeant rien à l’affaire.
Selon le FMI, ce soutien financier devrait permettre d’atténuer en partie les coûts sociaux de l’ajustement de ces programmes de rigueur. Sous entendu : notre but n’est pas de soutenir spécifiquement un gouvernement mais d’agir dans l’intérêt de la population.
Dans l’attente de cet accord du FMI, mercredi, le Portugal avait réussi à lever un milliard d’euros de dette à court terme sur les marchés. Le taux moyen exigé par les investisseurs pour cet emprunt à deux mois s’est élevé à 4,657%, selon l’Institut de gestion du crédit public (IGCP). Le 4 mai, lors de sa dernière émission, l’Etat portugais avait levé plus d’un milliard d’euros en bons du Trésor à trois mois à un taux de 4,652%.
Mercredi, la demande a été mercredi 2,1 fois supérieure à l’offre et plus importante qu’au début du mois (1,9).
